    ABOUT

    Luke is a highly motivated Business Analyst and Program Officer with over 6 years’ experience in business development, requirements elicitation, process mapping and high-level project support. He has a strong work ethic and is able to work effectively under pressure to achieve results. Luke has delivered extensively on projects at the Department of Agriculture and Water Resources (DAWR) including the Tracking Animal Certification for Export (TRACE) Enhancements Project, Service Delivery Modernisation (SDM) Program and other ad-hoc priorities such as the Export Certification Modernisation Program and Biosecurity Integrated Information System Program.

    Luke worked as the sole Business Analyst on the TRACE Enhancements Project, which sought to deliver outstanding scope remaining after the original 2012 TRACE Project left major gaps in functionality. Consequently, Luke worked with key internal subject matter experts nationally to understand their needs and develop business requirements that would remedy ongoing issues and fulfil additional benefits that were sought, such as traceability of operational activities and automated records management. Luke subsequently developed detailed functional specifications to be used by the internal development team to make the desired changes to the TRACE system and led user acceptance testing activities.

    Luke’s other major business analysis roles throughout his tenure at DAWR have included the scoping and investigative analysis into a Client Data Management System and Client Portal to support online services as part of the SDM Program; and the co-development of high-level business requirements to support two new policy proposals that have subsequently become discreet programs. The development of requirements for both of these initiatives involved working directly with DAWR business Executives and the CIO on a short turnaround. Luke also continued to provide subject matter support and contribute to the development of a 1st Pass Business Case for the second proposal that became the Biosecurity Integrated Information System Program.

    Most recently at the Department of Health, Luke has been applying his skills as part of a dedicated business design team working on the Aged Care Gateway, with an initial focus on authentication and access control.

    Luke’s approach is always collaborative, respectful and energetic and he has refined his stakeholder management skills by regularly engaging with personnel at all levels of the public sector. Luke has completed a Bachelor of Information Technology and is a Certified Business Analysis Practitioner. He is currently extending his business credentials to receive certification as a PRINCE2 Practitioner.
