As a Principal Consultant with Apis, Neil specialises in strategic planning, program management and business process design services within the health, aged care, education, biosecurity and environment sectors.
Neil was heavily involved in the business case development for the Aged Care Gateway known as My Aged Care. He led the development of requirements for a new national aged care assessment workforce, including training and support tools. More recently Neil led the development and implementation of the My Age Care monitoring and evaluation strategy and conducted a review of how well My Aged Care is supporting clients in rural and remote Australia.
Neil has led a wide variety of Apis’ more complex assignments including the review of the Medical Services Advisory Committee process for making recommendations on MBS listing, development of program evaluation frameworks for aged care reforms, recommendations to ensure a more integrated and holistic approach to managing risks to the Higher Education Loan Program, a review of business system requirements for the Australian Apprenticeships Incentives Program to ensure integrity and compliance objectives, program management advice to guide the delivery of reforms to the Therapeutic Goods Agency.
Neil joined Apis in October 2011 and has over 24 years’ experience in public administration. Neil was a member of the Commonwealth Senior Executive Service from December 1994 until September 2011. He held Senior positions with the Australian Taxation Office (ATO), the Department of Immigration and Citizenship, and the Australian Customs and Border Protection Service.
For 5 years, Neil was a Deputy Chief Executive Officer (SES Band 3) at the Australian Customs and Border Protection Service. In this role, he led Customs and Border Protection’s passenger and cargo operations, trade related activities, and supporting compliance assurance programs. During this time Neil led the remediation of the Integrated Cargo System and steered major investment proposals through budget approval processes and implementation including for SmartGate, the national automated border processing system, and the Enhanced Passenger Assessment and Clearance System.
Immediately prior to joining Customs and Border Protection, Neil reformed the Department of Immigration and Citizenship’s on-shore compliance program and introduced a new person-based case management service to address shortcomings identified in the Palmer Inquiry into the circumstances of the immigration detention of Cornelia Rau. In this role Neil led the redesign of the Department’s onshore compliance and detention processes, supported by the implementation of a new work management system.
As the Deputy Commissioner, Goods and Services Tax at the ATO, Neil had a particular focus on strengthening GST advice and compliance capabilities. He chaired the GST Product Committee that supervised all ATO activities involved in the administration of the GST and reported, through the Treasurer, to the States and Territories on GST performance. Earlier, Neil was Deputy Commissioner, Small Business leading the administrative design and implementation of a range of business tax reforms while managing income tax and withholding tax obligations of small business. During this period Neil was a member of the Small Business Consultative Committee established to advise the Minister for Small Business.
